Hillsborough County publishes its live code-enforcement caseload as an ArcGIS feature service: CodeEnforcementCasesMapService/FeatureServer/0, the "Active CE Cases" layer, hosted on services.arcgis.com.
The signal is an active county code-enforcement case. The statuses in the layer run from WARNING through In Review, Pre Hearing and Referred to Hearing to Not Complied Fines Running and Fine Run — that last pair meaning daily fines are accruing against the property right now.
The feed carries no city name, so we compose the address from USER_Property_Address plus USER_ZIP_CODE — for example 11832 Clare Hill Ave 33579. We require a valid Florida ZIP, which is what narrows the file to rows a skip-trace provider can actually match.

Hillsborough is the one market of our six where the county publishes a dollar figure attached to the distress. The same feature service that carries the caseload also exposes the county's recorded code-enforcement liens, and a lien has a balance on it.
The rows that matter most are the intersections. 576 Hillsborough properties carry an open code case and a recorded lien at the same time. Widen it to any two simultaneous signals and roughly 4,832 addresses qualify. Those are counted intersections, run on 6 August 2026 — not estimates, and not a score we made up.
The owner side is unusually clean here too: the FOLIO-to-parcel join was verified end-to-end on 5 of 5 sampled cases, which is what gives us a free county-published owner name and mailing address before any paid skip-trace runs. 5,702 of our 38,378 deed-verified buyers are Hillsborough, built from the recorder's own transfer file.
